AI Chatbots Provide ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the positions of these political entities, the study indicated.

Official Warns Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their political views, she added.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.

The right-leaning group of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the PVV, meaning the party that comes second is highly probable to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
